The Ipswich Development Plan

The Ipswich Local Plan 2011-2031 was adopted in February 2017. Despite it being only three years since adoption, Ipswich Borough Council has submitted the Ipswich Local Plan Review 2018-2036 to the Secretary of State for Housing, Communities and Local Government for independent examination. This emerging local plan will eventually replace the 2017 adopted plan.

The Local Plan Review highlights that at least 35,334 dwellings are required across the Ipswich Housing Market Area, which includes parts of East Suffolk, Babergh and Mid-Suffolk, over the plan period to 2036. Ipswich’s specific housing requirement is identified as being at least 8,010 dwellings, which equates to an annual average of at least 445 dwellings. Outside of the identified housing allocations, the Council are anticipating that circa 1,500 dwellings will be delivered on previously-developed land and other windfall sites.

Ipswich’s Emerging Planning Policy Approach

The Council’s emerging policy will support small scale Infill and backland residential developments where it protects the setting and character of the area, can meet appropriate standards and does not impact upon neighbouring amenity. The Council’s emerging planning policies will also support the conversion of existing buildings to residential use subject to its impact upon neighbouring uses.  

The Council has acknowledged that they will support self-build developments but has not actually introduced a specific policy to encourage such development. A self-build development will be expected to come forward through infill, backland, redevelopments and building conversions.
