The Uttlesford Local Plan
The Uttlesford Local Plan was adopted in 2005 and remains the adopted local plan for the District, which sets out its key planning policies, but it is now out of date in many areas.
The emerging Local Plan that was to replace the adopted local plan was found unsound in January 2020 and was subsequently withdrawn by the Council in May 2020. The implications of this decision are that there will be no strategic policy framework to meet the District’s identified housing and other development needs for the foreseeable future.
Uttlesford District Council also does not have five-year housing land supply and nor is it likely to until a new local plan is adopted.
Development Opportunities and Site Allocations in Uttlesford
Given that the Council cannot demonstrate a five-year housing land supply, and it has an out of date local plan, this represents an opportunity to secure planning permission on sites that would not ordinarily meet planning policy, provided such sites can be demonstrated to be sustainable in all other respects.
The types of sites that could benefit, could include edge of village or settlement greenfield sites that fall outside of a settlement boundary.
The Council will also now be actively reviewing its spatial strategy to meet the future growth needs for the District. This represents an opportunity to promote sites for allocation within their new local plan. It is prudent to begin this promotion sooner rather than later before the window of opportunity closes.
