North Essex Garden Communities Plan Examination Set to Resume

The examination into the North Essex Authorities’ Shared Strategic Section 1 Local Plan will reopen at 9.30am on Tuesday 14th January 2020.

Braintree District, Colchester Borough, Tendring District, and Essex County Councils comprise the North Essex Authorities. Collectively they have identified land for the creation of three new Garden Communities to the west of Braintree, land at Marks Tey and Tendring/Colchester Borders. These garden communities will deliver strategic allocations and the distribution of large-scale, housing-led, mixed-use development to address long-term growth aspirations across North Essex.The original examination hearings were held in January and May 2018 and considered the soundness and legal compliance of the proposed garden communities proposed in North Essex.

The Planning Inspector identified a number of issues that required further investigation in respect to the evidence base, including the Sustainability Appraisal.The further hearings are going to discuss these matters and debate specific issues such as:

  • Habitats Regulations Assessment

  • Employment provision for the proposed garden communities

  • Housing need

  • Build Out Rates

  • Delivery mechanisms and State aid

  • Transport and other infrastructure and phasing

  • Rapid Transit System for North Essex

  • Viability

  • Sustainability Appraisal

Participants have been given until 5pm on 2nd December 2019 to submit their hearing statements, whilst comments on the submitted hearing statements must be submitted by 16th December 2019.
