Uttlesford Local Plan Consultation

The draft Uttlesford District Council (Regulation 19 Pre-submission) Local Plan has been published and will now be subject to a public consultation, before being submitted to the Planning Inspectorate for independent examination later in the year. This document contains the spatial strategy, policies by topic, and site allocation policies and inset maps for the towns and villages and the Policies Map of the Local Plan.

The public consultation will run from 25th June 2018 until 13th August 2018.

Uttlesford is a large rural District in North West Essex and contains two large settlements, Saffron Walden and Great Dunmow that provide a range of services and facilities that serve a much wider area. There are also a number of larger villages within the District: Stansted Mountfitchet, Thaxted, Elsenham, Great Chesterford, Hatfield Heath, Newport and Takeley.

The draft local plan identifies a housing requirement of 14,000 dwellings and 14,000 jobs that will need to be delivered between 2011 and 2033. The spatial strategy has sought to accommodate this need in following manner.

New Garden Communities

The spatial strategy includes the provision of three new Garden Communities, to be delivered by 2033. The new Garden Communities will be located at:

  • Easton Park: a new community comprising 10,000 new dwellings, of which a minimum of 1,925 homes will be built by 2033, and a range of employment, services and facilities. Easton Park is located in close proximity to London Stansted Airport and the A120 corridor.

  • West of Braintree: This new garden community will also comprise 10,000 new dwellings on the border with Braintree District. It will include a range of uses and facilities.

  • North Uttlesford: To the north of the district, and close to Great Chesterford, a new community is planned, comprising 5,000 new dwellings, a local employment opportunities and services and facilities.

Existing settlements

Some growth is planned for both Saffron Walden (315 dwellings) and Great Dunmow (782 dwellings) over the plan period to 2033, whilst there will also be limited growth in the villages (344 dwellings across key villages and 134 homes Type A villages).

Local Plan Land Promotion

To successfully promote a site, it is important to engage with the Council at an early stage and become actively involved at each stage, whether that be local plan consultations, and/or more specific planning policy documents and consultations such as ‘call for sites’, ‘strategic housing land availability assessments’, strategic housing market assessments’ etc, etc. Our proactive approach maximises the chances of securing a favourable site allocation within an emerging local plan.
