Our planning consultants have secured planning permission for the change of use of a 1st floor hair salon to a single 2-bed apartment in Romford Town Centre in London.
Planning Application Process
The site is located within a prominent location in the town centre, falls within a conservation area and is directly adjacent to a listed building.
These characteristics meant that the site was not eligible for a prior approval change of use application, which would have been a simpler planning process. Consequently, a full planning application for the change of use to create a residential dwelling was necessary.
Change of Use Planning Policy
The loss of retail space is often resisted by local planning authorities. To justify the development, we put together robust planning application submission that was able to demonstrate that the Council’s planning policies supported residential living in the Town Centre, and that this location was highly sustainable, given the site’s high levels of public transport accessibility and access to key services and facilities.
Design Process
The proposed change of use still needed to comply with the Council’s planning policies, for example, internal space standards and well as private amenity space. This was achieved through the creation of a large roof top garden that will provide sufficient garden space for the residents.
We were also able to argue that the introduction of a residential dwelling at this location would add to the vitality and vibrancy of the area by increasing the activity in the frontage.
