Planning Approved for a New Apartment in Eastbourne

Our planning consultants are pleased to have secured planning permission for a second-floor extension to the roof of an existing building, to create an additional residential dwelling in Eastbourne, Sussex.

The Planning Issue

The application site is located within the Eastbourne Settlement Boundary on the adopted Proposals Map, but is also located within an area designated as an Industrial Estate. The Council normally resists development in this type of location.

Despite this, we developed a robust planning case that justified the development.  We explained that the proposed roof extension would create an additional 2-bed dwelling within the built-up area of Eastbourne, within a highly accessible location, and on land classed as ‘previously-developed’. We also pointed out that the area had been subjected to recent prior approval office to residential change of use applications, which had changed the area’s character and that the Council cannot demonstrate a 5-year housing land supply.

The Design

The proposal involves the extension of the existing building to provide an additional storey above the current roof level. The additional floor would create a 2-bed apartment and associated amenity space. The proposed 2nd storey would be subservient in appearance to the existing building with setbacks. The design of the additional storey will be of a lightweight form with large glazed openings and light cladding.  The appearance of the extension has been designed to integrate with the appearance of the existing building and the streetscene.

Technical Considerations

There were a number of contextual issues that needed to be resolved that included:

  • Noise: Following a noise report, we were able to demonstrate that subject to implementation of the recommended mitigation measures, the proposed extension would not be subject to any unacceptable adverse noise impact.

  • Flood Risk: The site falls within Flood Zone 3 and therefore required a sequential test. We provided the necessary information to determine that the development will be safe for its lifetime and not increase flood risk elsewhere.
