Planning Approval for Alterations to Shopfront in Moulsham Street, Chelmsford

We are pleased to have secured planning permission for the alterations to an existing shop frontage in Moulsham Street, Chelmsford.  

The building was formerly occupied by a hairdresser, but now with plans to convert the unit to a dental practice. As both the existing and proposed uses fall within Class E, no formal change of use was required in this instance. Only alterations and modifications to the shop front were sought.

Historic and Site Context

Moulsham Street is an important historic quarter in the city of Chelmsford, that contains a mix of specialist shops, restaurants, pubs, offices, residences and community uses stretched along the road.

The site is located about halfway along its commercial street frontage and comprises a 20th century building within an otherwise historic street frontage.

The Moulsham Street Conservation Character Area Appraisal mentions the building, identifying it as one of the buildings that detracts from the character of the area.

The proposed measures sought to upgrade the building frontage and bring it more in keeping with the historic character of Moulsham Street, which would represent a vastly significant improvement over the existing situation. The proposed works would therefore enhance the setting of the Moulsham Street Conservation Area.

The proposed works to the shopfront at included:

  • The insertion of a new shopfront. This new shopfront will enclose the existing undercover walkway. The design of the shopfront took design clues from the traditional shopfronts found along Moulsham Street and included the introduction of corbels and cornices and a fascia.

  • The use of a stallriser at the lower level of the frontage to protect the base of the shop window from damage and splashing and provide the building with a visual anchor to the ground.

  • Paint the existing brickwork with a light grey colour, to reflect a similar characteristic found along Moulsham Street.

The Decision  

The Council supported the proposals concluding that:

  • The proposed development is considered to satisfactorily complement the form and style of the host dwelling and would result in no harm to the appearance of the property or the area.

  • The property would maintain an acceptable relationship with all neighbouring properties.

  • There would be no adverse impact on the Conservation Area.
