We are delighted that Tendring District Council has granted a ‘Permission in Principle’ for nine dwellings on the edge of a village in Tendring.

Permission in Principle

A Permission in Principle application was submitted. The first stage of this process seeks to establish whether a site is suitable ‘in principle’. Once that stage is approved, then the second ‘technical details consent’ stage will assess the detailed development proposals.

This is a more straightforward planning application route that only considers ‘principle’ matters. It is suited to applications such as this, which sought to understand, whether in principle, a residential development would acceptable, despite being outside of a settlement boundary and the Council having a five-year housing land supply.

The Planning Issue  

Tendring District Council has recently adopted Section 1 of Tendring District Local Plan 2013-2033, and which consequently forms part of the development plan. They can also now demonstrate a five-year housing land supply of sites. As such, the development of sites in greenfield locations for residential purposes is not normally supported.  

The application is located at the edge of an existing village, but forms part of an existing agricultural field. The Council’s initial view was that the proposed development would not be supported. However, we engaged in productive discussions with the Council, and were able to demonstrate that there was a local need for both affordable and market housing in this specific location.

Unusually, we submitted an application for five dwellings, but because of the evidence submitted and which was updated during the application process, we were able to demonstrate a local need for nine dwellings and subsequently increased the proposed capacity during the course of the application.
